Densely caespitose perennial. Stems 15-40 cm, leafy, scabrid above. Lig-ule c. 1 mm, truncate. Leaf blades 1-1.8 mm broad, flat or folded. Panicle ovoid, 12-15 cm, branches short, erecto-patent, very scabrid, in whorls of 3-5 at lowest nodes. Spikelets narrow, 4-5.5 mm, straw-coloured in sicco. Glumes subequal, lemma hairy on keel and marginal veins, ± lacking basal wool. Palea keels scabrid. Anthers c. 1.2 mm. Fl. 8. Steppe, roadsides, waste places, 1250-2300 m.

S. Russia, Crimea, Caucasia, N. Iraq. According to Tzvelev (Zlaki SSSR 471, 1976) records of this species from Iran and Afghanistan are probably wrong. The eastern limit of the distribution of this species is unclear; it is likely that P. stepposa (Kryl.) Roshev. or one of its close allies will prove to be synonymous with the taxon treated as P. sterilis by Bor in Rech, fil., Fl. Iranica 70:44 (1970). This group, which also comprises P. versicolor Besseras well as P. relaxa Ovcz. and P. araratica (treated by Tzvelev, op. cit. 472-473,1976, as subspecies of P. versicolor), is perplexingly polymorphic.
