Erect or ascending densely white-tomentose perennial, 15-35 cm with a woody rootstock. Leaves digitate; leaflets 5 or 7, broadly cuneate, obovate, 8-30 x 6-15 mm, crenate-dentate or incised-serrate, densely white-tomentose beneath, tomentose to sub-sericeous, grey above. Inflorescence a few-flowered cyme. Epicalyx segments linear-lanceolate. Sepals ovate-lanceolate, 3-4 mm, shorter than epicalyx segments. Petals yellow, obcordate, 5-5.5 mm. Achenes smooth; style subterminal, conical and papillose below, slightly shorter than achene. Fl. 6-8. Rocky slopes, 1350-2900 m.

Soviet Azerbaijan, N. & C. Iran. Ir.-Tur. element. Related to P. argentea and P. inclinata. Robust specimens collected from B8 Muş (between Varto and Köşker, 1600 m, Kotsaıy!) and B9 Bitlis (crater of Nemrut Da., 2400 m, McNeill 535!), which differ in their larger, obovate-oblong leaflets, and epicalyx segments shorter than sepals, are intermediate between this taxon and P. argentea.
